This two-day seminar, organized in cooperation of the CEELI Institute and the Association of Croatian Judges, is designed for active civil judges from EU member countries, focusing on the application of EU instruments in civil justice, and providing access to the full extent of rights guaranteed by EU law. Specifically, this course focuses on the application of Council Regulations (EC) No. 2201/2003(EU), 2016/1103 and 2016/1104, all of which concern jurisdiction and the recognition and enforcement of judgments in matrimonial matters and the matters of parental responsibility (Brussels IIa), and Regulation (EU) 2016/1191 on promoting free movement of citizens by simplifying the requirements for presenting certain public documents in the EU.

The module will also cover the understanding and application of the provisions of the Charter of Fundamental Rights of the EU, as relevant, to the issues and cases, they confront in their national courts.

Main areas of focus:

Application of the provisions of the Charter of Fundamental Rights of the EU

Application of Council Regulations (EC) No. 2201/2003(EU), 2016/1103 and 2016/1104 on recognition of judgments in matrimonial and parental matters (Brussels IIa)

Regulation (EU) 2016/1191 on promoting free movement of citizens by simplifying the requirements for presenting certain public documents in the EU.

Each of the seminars will be held for 30 participants. Participants should be active civil judges from EU countries. The CEELI Institute will cover the costs of travel and meals for participants, and will also provide per diem to cover their accommodation and incidental expenses.

Participant applications or nominations from judges from EU countries will be accepted at maria.gorodnycka@ceeli.eu on a first come – first serve basis until the capacity limit is reached.

Association of Croatian Judges

The Association of Croatian Judges (Udruga hrvatskih sudaca – UHS) was founded in 1991 and it is the only association of judges in Croatia. It has 1185 member judges divided into 21 local branches. The objectives of the Association are to promote constitutionality and legality as a top legal and ethical values, protection of the independence of the judiciary, dignity of judges and the judicial profession, and promotion of the professional interests and training of judges.
