The CEELI Institute is seeking to hire a Legal Advisor to develop manage and implement programs that promote rule of law through professional trainings; to conduct appropriate legal research in support of curricula development; to provide legal training and instruction; and to prepare articles for publication by the Institute. Programs are delivered both in Prague and at offsite locations for an international audience.
The CEELI Institute is an independent, not-for-profit, international provider of post-graduate, professional legal education headquartered in Prague, Czech Republic. Our mission is to develop and train an international network of legal professionals committed to a rule of law. Through innovative training programs and other activities, we work with judges, lawyers, civil society, government officials, and other professionals in countries building laws-based societies to support fair, transparent, and effective judicial systems, strengthen democratic institutions, combat corruption, build respect for human rights, and promote the continuing development of market economies.
Required Qualifications:
· Fluency in Russian and English – written and spoken
· Law degree from an accredited Russian university; and LLM from international university
· Minimum of five years of experience in the practice of law in the Russian Federation, focused on criminal procedure, criminal law, criminal defense, and human rights issues
· Substantial experience with using international public law instruments and comparative law materials
· Experience in teaching or training, and in preparing and designing training programs
· Substantial experience in preparing and/or filing cases before the European Court for Human Rights
· Availability to travel internationally – up to 35% of their time
Preferred Qualifications:
· Experience working with not-for profit organizations
· Proven track record implementing grants
· Experience with program design and management in the Eurasia region
Responsibilities will include:
· Provide legal expertise, research and program content in support of the CEELI Institute’s programs, including but not limited to programs designed for Russian legal practitioners
· Develop and design substantive curricula and faculty guidance for legally focused programs
· Serve as a lead trainer for legal education programs, including programs on the use of international mechanisms for human rights defense
· Provide thought leadership for the Institute on the development of legal and human rights programs
· Assist in drafting donor reports
· Assist in developing program proposals
· Prepare and edit reports and publications for the Institute (in English and/or Russian) on relevant legal topics and issues
· Assist in the formation and coordination of fellowship programs for Russian and Eurasian attorneys and human rights defenders
